This noise is ONLY present when playing skyrim with hd texture pack for some reason. My pc is pretty powerful to play it but the noise isn't present when playing games such as Metro 2033, Bioshock Infinite, Dark Souls, Outlast or any powerful game. My specs are GTX 780, Asus sabertooth 990fx rev2.0, AMD fx-9370 with an h80i colling system, 8 gigs of ram, a 1tb hard drive, a cd/dvd drive, and a 800w bronze psu. The sound is coming in the area of my psu and my gpu.
