Both. I am a conservative by the way. But I am a friendly neighbor who would help someone in need. However, if my neighbor did something that was preventing me from enjoying my home I would certainly speak up. It would be better to resolve a conflict than to turn into the third type of neighbor: "Angry Neighbor".

The best example of how I helped is in 2003 a hurricane hit my lovely city. Lost power for 24 hours. Half the street got power back the other half not. The split was between my house and my next door neighbor. We ran an extension cord from our house to their refridgerator so they wouldn't lose all their food for 2 weeks.
But, that was in the extreme. For the most part my neighbors don't appear to need help. But, if they ever need us, we will be there for them.
Friendly but not nosy. Helpful but not a savior. No need to complain; good fences make great neighbors. I'm somewhere between lib and con.
In June my goats ate my neighbors blue berry bushes, she complained softly, I went out and bought new ones for her that day. Today she brought me enough berries for a couple of pies.
We trust and respect each other in my neighborhood.
I am both. If my neighbor needs anything, I would give her the shirt off my back. If she gets too loud, I bang on her do and tell her to cut it out. We were both brought up under old school manners and we treat each other as we would want to be treated. I do not wear labels. I have a belief system that is based on the old saying "Live and let live."
