Can you send a complain due to an extremely noisy dog? Where if so?

I usually hate people that do this, but this dog does not let me sleep at all. I don't know what to do. I am a light sleeper and the dog just keeps crying and running around, barking!

I just can't stand it!! Please! help!!

Yeah, call the animal control department in your city.
First they send a letter, then they will go out and visit.
But it only helped for a couple days for me, then the dogs were right back barking.
