Sign into your Ebay account and then scroll to find Disputes. Describe to ebay the exact issue you are claiming.
Also, be sure to leave negative feed back on the sellers profile.

just a quick tip...ALWAYS read the FULL description on the item you are buying from ebay or any other related site.
Sometimes...if it looks to good to be true...it is.
