He has been whining since last night. He whines keeps quiet whines keeps quiet and so on. He woke me up during the night and today in the morning. Now im not that much annoyed but worried about him. My mom says he doesnt have food or water. We dont know the owner so i cant tell him to shut his dog up. If people pass by him he starts barking like crazy.. What can i do? Please any advice?

What I would do is call animal control and have them check it out. Then if there is something wrong or if he is being abused he can be helped. And if nothing is going on at least you tried to help!
