He won't stop panting because he is nervous about having the cone on his head. This is normal behavior and not a cause for concern. Make sure he has plenty of water and can reach it with the cone on his head. He should settle down in a day or two.

He is panting because it is very hot, try to keep him cool by putting a fan on him.

Go to the store and buy Vitamin E capsulees. You prick the capsul with a knife and either empty it on to the hot spot directly or on to your hand and massage it in. It has been amazing and the best so far! Trust me, I know A LOT about them, if you have any questions, E-mail me and ask!
Make sure he has plenty of water. It is so hot and the panting is his only way to cool off. Is he an outdoor dog? I would keep an eye on him though. Hot spots are common but have to be so uncomfortable. There used to be a place on the internet called ask a vet and I used them alot. Very knowledgable drs there.
