Basically, sometimes I will start whining and wimpering to play with my dog and she wimpers back and cuddles with me and licks me. Is she sad? Should I stop doing this?

one of two things is happening, the dog thinks this is a sound to make when playing, or it thinks you are hurt and is trying to make you feel better. My husky is a chatter box, when ever I talk to the dog she talks back.
no, dont stop. that is a way of showing love from both of you. that is precious. my dog smiles at me. she opens her mouth, shows all her teeth and gives me a big smile. i woudn't dare stopping that. that gives her joy and me.
no, she's not sad. she might think that you are sad so she sympathises with you.
she is sympathizing with you. She thinks you are upset and wants to be comforting.
She's just talking back to you, and may think you are the one who is sad and needs cuddling. One of my dogs is a little shy - if she doesn't come when called, all I have to do is whine and she jumps onto my lap looking concerned.
