The purpose of Surge Protection is to absorb the momentum of the water if there is a surge (sudden valve closure or starting a pump is common causes of surge)

Non-vented: A mass of water moves into the surge tank increasing the pressure in the tank. Because we gave the mass of water someplace to go, the pipeline was not over-pressured. BUT, the pressure in the line is now higher and water can surge out of the tank and back into the line with reduced momentum. The system is unstable in pressure until friction losses soak up all the energy in the surge. ADVANTAGE: The system will eventually return to normal without need to do anything farther. But, you pay for that with short term instability

Vented: The tank has an automatic pressure relief valve or rupture plate. The surge opens the valve or ruptures the plate. Either way water is discharged. And the system returns to normal without any additional instability. DISADVANTAGE: The water released COULD make a mess or damage something. The rupture plate will discharge water until it is replaced. You may have to manually partially drain the tank ===> Higher maintenance requirements. But no system instability
