Having a 5th wheel inside a fabric shed next to the house, and the area it's located consists of rock for the landscape.
This is in Clinton City, Utah. Based on ordinances, the yard needs to be entirely in view from the sky without obstruction, and any parked vehicle must be on a paved area. The house was built 30 something years ago and at the time, no regulations were violated as research was done. Shouldn't the house be "grandfathered" in? Or do you have to change with the new rules?

And for the record, the city is singling us out after asking a number of people if they have received any notices. There are hundreds of "violators" you can spot if you take a good spin around town. Thanks for any info.
