Has anyone heard about cross border trucking with Mexico?

In 2007 the department of transportation instituted a 1 year pilot program that would allow mexican trucks to operate within the u.s. outside of the 25 mile commercial zone. Their trucks are unsafe. Their drivers rarely speak or understand fluent english, as required by law. This was supposed to have expired on sep 6th of this year, yet it still seems to be happening.
