Should i buy iphone 4 from thailand?

I have a family in laos(a small country close to thailand) and they can cross over to thailand to buy iphone 4 for me
should i buy it since its cheap over there i will ask them can i use it in australia and its unlocked

Yes, you can do that. I did like a locked phone and unlocked it through the permanent unlock service from Mobile-unlocker.com and removed the network restriction after which I was able to swap to my network.
