Excellent Connection = Slow Internet Speed?

My connection says, excellent but the speed is 11.0mbps

The computer in the other room says connection: good, speed: 54.0

Why does my speed keep going down from 54.0 to 2.0mbps?

How can I make it stay on 54.0 and keep it from disconnecting constantly?
