Leaf blower jet intake motor for a boat? Engineering Question?

Would this work? I saw a video about a leaf blower directed underwater with an elbow to allow for a vaccum that would prevoke water intake and force it out the other end like a jet.
Has anyone tried this out? I'm skeptical since i agree with the concept but at the same time your intake is already the air and your water intake would have to be going through the engine which wouldn't work. Also the pressure below in the elbow would be even throughout so the airmass would leave the elbow in both direction and you wouldn't get the desired mass flow. I'm thinking won would have to throttle the airflow to increase mass and volumetric flow rates to draw water and regulate the flow
