Can I smoke non tobacco hookah?? At age 11?

I was wondering if a minor as in 11 yrs old could smoke non tobacco shisha with a hookah thing?

My guess would be no.

Depends on your state bc non-tobacco smoke isn't regulated by the FDA, or anyone at all. States have placed restrictions on non-regulated smoking, e-cigarettes, nicotine delivery devices, etc. At 11, I would assume that all forms of smoking are prohibitted.
