I am deciding whether I should be a city manager or a lawyer. Im going to major in political science as an undergrad, but what would prepare me to become a politician more, a Public Administration degree or a JD?

Exactly what the other person said. Associating with others who strive for a similar objective in political science. Community work should be easier to obtain, especially if you've always lived in that area. Once you've graduated, have a job in your desired profession; networking with others to get where you wanna be will be simpler than you thought possible.
I'm not religious, but a lot of people (unfortunately) go to church for this very reason. -Networking purposes.
