Eh, sort of. IP and HR were both developed by the same studio, Quantic Dream. Both are more like interactive fiction than an actual video game. It's really hard to actually describe the game mechanics of both so I'd suggest looking up some video reviews/gameplay videos for both.
All in all though, if you didn't like Indigo Prophecy, you might not like Heavy Rain. Perhaps before buying you should download the demo off PSN and give it a try.
