If you want to do it right, then you need to strip it down to the bare frame. That means everything, seat post, pedal crank and bearings, even the front forks. Then prep everything by wet sanding it with 220 grit and then 400 grit wet dry sand paper. Let it dry then wipe it down with a lacquer thinner rag or a tack cloth ( you get these at an auto parts store) Paint it, then after it has had plenty of time to dry, reassemble everything and enjoy your newly painted ride.

Take every single piece off the frame. Wash the frame with soap and water, let it dry and then paint & put it back together.

you need to remove everything, including ballbearings, brakes, wheels, chain, cogs, gears, front forks, seat, and anyhing else

then paint it

then put back together, with new grease/oil in bearings, it will work better, be faster, and easier to pedal.
