Whats stops a 49cc bike from not starting?

i have a 49cc caglari pocket bike 2-stroke.I have replaced just about ever motor part for it. I have replaced the clutch new gaskits and even new pull srat and plug. When it does start it shuts off as soon as it starts. What could it be?
