what is this dirt bike part do?

I have a 70 cc dirt bike and there is a small device bolted to the engine and it it has a hose that goes from this device to the carb. It also has a thicker hose attached from the bottom of the engine to this device, and it also has a thick hose not connected to anything. I have figured out that the carb is sucking air from the engine and the other hose is some sort of vent but my question is what does this device do?
