My iPhone 'home' button doesn't work or take me to the home screen.?

My 'home' button at the bottom of my iPhone doesn't take me to the home screen with all those icons. AND, the top right button that shuts down the iPhone doesn't give me the red bar to shut down the phone, even after I hold it for 5 minutes.

I'm stuck in the 'phone' screen and I can't get out of it.

Does anyone know what else I can do?

Try restoring the phone back to factory setting and that might troubleshoot the issue otherwise take the phone back to from where you bought it from and let them look into the issue.
