I seriously cannot stand in front of my horse without him nudging me. I can barely even pet his face without him nudging my hand. His ears are always forward when he does and he never is agressive or anything, any thoughts?

I seriously cannot stand in front of my horse without him nudging me. I can barely even pet his face without him nudging my hand. His ears are always forward when he does and he never is agressive or anything, any thoughts?
My moms horse does that. He just wants attention. I don't know a way to fix that, so i just got used to it. Sometimes it goes away once your horse respects you a little more.
