I got the palm centro and this is the first time i have gotten a bill for it and it charged me for PDA personal and i have no idea what that is

It is your unlimited internet and e-mail plan. You need it to surf the internet and check e-mail. To receive your mail in rebate you are required to have the data plan and some 3rd party sites like lets talk, wire fly and amazon require the data plan on your account for 6 months or longer to be eligible for the discount you received. Check with who you purchased the phone through to see what the terms and conditions are for the feature. You may be able to remove it without penalty but you usually need it for this type of phone. It's the main features for this phone.
