Is the PDA Internet Cellphone's GSM frequency compatible with the Bell

Is the PDA Internet Cellphone's GSM frequency compatible with the Bell

company's GSM frequency? I am buying a "PDA Internet Cellphone" from Chinavasion, and it says that the GSM frequency is 900 MHz + 1800 MHz. I have a phone plan with Bell, and my present phone is breaking, so I need a new one. I am reading on the GSM website that Bell uses a "3G 850/1900" frequency range (with a phone plan, which I do have). Broken down:

PDA Phone GSM
900 MHz + 1800 MHz

Bell GSM
3G 850/1900

Is the phone I am looking at compatible????
