    If you have a smartphone without a data plan and you use Wi-Fi, will you...

    ...still get charged for data? By that I mean, if I never use 3G and only ever download stuff or whatever with Wi-Fi, will I still get charged for data use?

    You won't get charged if you use Wi-Fi.

    It depends on your carrier. Some will not allow you to use a smart phone without a data plan regardless of how you use the phone. Some will allow you to use the phone without a data plan and will only charge you if you use their data network.
