Or does it even have to be unlocked, can i just outright buy the phone and use it for pay as you go?

you can unlock your mobile by unlock codes and can either get it from your provider or from online providers..and if you unlock your mobile once you need not do it again..when it is unlocked once you can use any other sim in your mobile and unlock codes are applicable for GSM mobile only..if you want unlock codes you can try prounlocking to get unlock code for your mobile and get it unlocked safely..
