HTC Touch Pro GPS - is it free?

So been looking up stuff about GPS. Asked previous question about GPS and GPRS. I want to know whether the HTC Touch Pro comes with free GPS? Also is it satellite or triangulation via network? Most importantly is it free, or do I have to pay - and where can I go to find out costs.
I am in Brisbane, Australia, if that helps.
This page says it may need data charges, but is it possibe to do that without data charges?
