My police scanner scans, but I'M NOT PICKING UP ANYTHING.?
it's a radio shack handheld. model # 20-404, it scans, squelch is were it should be, doing everything like normal, but not picking anything up. what can I do?

Depends where you are. Some police departments have gone digital so you won't hear anything on an your scanner as it's non-trunking. See http://www.angelfire.com/wi/scanner/frequency.html
