Does PDA Smartphone with Keyboard - Touchscreen Media Cell Phone need to...

...be connected with a service? I was looking at some PDAs and this awesome little gadget popped up and i am very interested in purchasing this. Just have a few questions on this phone though. Does it need to be connected to a service like sprint? And is the memory upgradable. I noticed it had about 256 MB and that is not enough. Thanks.
