No, if you did then you would have to pay thousands of dollars in data usage. I would never go inline on the Droid however anything I clicked on would use internet. Any app I played even if it was already installed would run through the internet. Some calls are even made through the internet.

When I switched to a regular phone I converted my usage to money and it was about $2000 a month without even going online. It was just some apps, texting and calls

You need a data plan for any smartphone, with any cell phone carrier
