i remember watching the video when i was a kid (90s). but all i remember was this guy drew comics and the comic character looked like him and the character held a balloon. i dont think the movie was about the comic it was just part of it. thats all i can remember from it and no one seems to have any idea what im talking about.

I remember it was a pretty mellow movie. not really a kids movie either.
