I have a question about one of the episodes... it's the one set in Pompay in the new series, where the TARDIS got sold to some randomer.

How did people see the TARDIS, wasn't there supposed to be some sort of 'mental block' or something? From the last episodes of the last series?

No they wanted it to be modern art so obviously they could see it
