My LG vu phone doesn't want to send tx messages. What can i do?

My brother bought an unlock LG phone through ebay and when he used it he was able to send Tx messages but when i input my sim card (because i have t-mobile and so does my brother but the phone is AT&T) i can't seem to send messages what can i do?
