Fully functioning 3G iphone with a locked iphone price?

I'm going to HK in december and I'm planning to buy an iphone there..

Is there a way to buy a locked iphone, which is a lot more cheaper, and make it an unlock iphone afterwards? Can I do this thing in the apple store?
I heard about letting the contract go, how is the procedure to do that?

how about buying it from another store? Can it function normally? how much would it cost? In indonesia some people bought iphone without being able to activate it, n those iphones doesn't have itunes softwares. by other means it's an iphone without musics and videos.

Please give me suggestions regarding this thing, I'm trying to do it as 'legal' as possible since I know those illegal things might have problems in it'''

Yes, you can buy a locked iPhone and unlock it afterwards through the network provider or legal third party unlockers like Theunlockspot.com and remove the network restriction. After this you will be able to swap to other GSM networks. If you need to letgo the contract you have to satisfy some terms that varies with each network provider. So you can get one through online or a shop and later unlock it.
