Usually, if you sort of start to lean in for a hug (I love hugs, but not from someone I'm just meeting). they'll pull back.
In most Northern and European cultures, you shake hands when being introduced.
A lot simply depends on what you see them doing with other people, and the culture of where you are. For instance, when I was in college, you could run up and hug someone when returning from winter break, even if you barely knew them. But you don't do that with a business acquaintance. Different culture.
