Due to your system low capacity, it's taking time to load. do one thing,
    1.open your browser
    2.click tools
    3. Select internet options
    4. choose your home page should be blank
    5. click apply
    6. close your browser

    7. now open your IE
    8. hit your choice url
    9. now you can able to you access any home page.
