I can't open a second Internet Explorer window the normal way..any suggestions?

The normal way as in pressing the shortcut..now i can only open a 2nd window by pressing Ctrl+n..if i do it the usual way there will be a window but it will just be blank n freeze there with words "connecting" in the tab on top
