hi frnds i wanna ask that the folders or files stored as temporarly internet files?

can be deleted from the cookies becoz i hv got huge amount of files stored on cookies are they imp ?are they consume unnecessary space on my HD my frnds say u cant delete them what should i do with these int temp files guys plz explain me in simple way thank u ....................................
