cable tv powered by cable internet? signal strength?

I signed up for high speed cable Internet, but NOT cable TV. Just for the heck of it, I hooked my TV up to the cable line and noticed that I get a bunch (about 15) basic cable stations. I have a friend who also has high speed, but no cable and the trick doesn't work for him. (Yes, he's with the same cable company and we both have the same basic 768kb plan.) Why do I get channels and my friend does not? Does it have to do with signal strength?
