You are out of luck I am afraid.
The problem is you are confusing a standard high speed internet connections with the hybrid connection that is a satellite internet connection.
A normal high speed connection, such as with cable or DSL, has a high speed link in both directions. While the upload speed will be much slower than the download speed, it is still always fairly fast.
On the other hand, what a satellite link has is very high speed downloads, in your case up to 11 Mbps. But your upload speed is limited to the max speed of your phone line connection. That will be 53Kbps max., and is more likely in the 44Kbps range. So it is not the actual satellite that is lagging, it is your phone line.
There is no cure for this, other than getting a faster phone line, which we all call DSL. I assume you have the satellite link, because DSL in not available in your area.
For non-gaming functions on the web, your satellite link will seem as fast as a DSL or Cable, because it takes virtually no band width to send the URL request over the phone, to have the satellite send down the web page you need. But when you go to gaming, you have to send vastly greater amounts of data, to show your response to the other characters or objects in the game. And you phone line is simply not up to the task.
