funny numbers and letters?

I am trying to pull a form up on a website and the language looks really strange. Can anyone tell me what I have done wrong with my computer to get this. Here is an example of what I get from the website. thanks so much if you can help me, i need to see this form. At first it don't come up at all until I keep hitting the refresh button really fast. HELP...........
