An old joke a stand up comedian did about Reagan?

I am looking for the name of a comedian that did a spoof about sounds of different guns. He makes says a machine gun & makes the noise and goes on with different guns, and then says the ray-gun and he says "well" like Ronald Reagan did. Anyone know of the name of the comedian who does this? I believe I saw it on Comedy Central several years ago~ Thanks
