Blood Problems: Is this serious?

I'm a 21 yr old female. For the past 8 yrs (since menarche) I've always had irregular menstrual cycles, some lasting 45 days and bleeding to the point of anemia. It comes and goes, sometimes the cycle won't come or will be normal. I'm having the problem now, it's day 23 of this cycle (they've tried contraceptives, no difference). I'm weak, tired and having heart palpitations when I exert myself. My question lies in this, I noticed these weird blood spots on my skin. Just me scratching an itch or even no injury at all and these dark red spots that look nothing like a normal bruise show up and last for weeks or months, but only during these bleeding periods. Is there a connection? This is really scary, I have about 4 large patches of these spots and no one knows what they are!!
