Working your legs does not target thigh fat, just as sit-ups do not target stomach fat.

Cardio is cardio and will burn fat everywhere.

It will certainly help with your overall body fat, but it won't necessarily target your thigs. I have been running for almost six months now and what will taget your thighs are exercises specifically designed for your legs. Lunges will help, and so will side lunges and squats....(it will also help your butt muscles too) Side kicks can also target your legs...but do NOT stop running. You need both the cardio and the weight training to get the results you want!
