ok, I'm 15 n pretty healthy..except for my big fat legs!

my parents too have kinda fat legs..so does it mean that it is heriditary??...i need some suggestions on how to make my legs slimmer n toned but not muscular. Also i do cycling everyday..but it doesnt seem to help..so ppl..plzz help me out..I want results in atleast 2 months at the most..
