re boats license on salt water?

i am thinking of getting a boat for line fishing the lower river Clyde.(Glasgow to Alisa Craig) i was told i may need a license.so my question is....Would i need a license for the boat atoll.or sailing certificate?. . . . I Previously had a rowing boat an did not need anything as i did not venture far from shore.i have a flare,lights and all other safety items required.and i know the river and its currents quite well.
i would appreciate any information on this, thank you.

You might need a local fishing license, but the sad fact is that any idiot, and I don't suggest you are one, can buy a boat of any sort, and freely set sail.
I cite, as example, the guy who set off to sail around the UK a couple of years ago, in an entirely inadequate boat, with no sailing experience, and using a school atlas as his "chart". He was rescued twice before he decided not to continue. Both the Coastguard and the Police had no powers to stop him if had he chosen to do it again.
