when is the best time to purchase a cell phone plan?

I am looking to go with another cell phone carrier and have been researching the different promotions the carriers have to offer. But it seems from one week to the next the 'deals' and plans seem to change. So I guess what I'm trying to figure out is there a particular time in the year the carriers come out with their 'best' and lowest deals? Is it closer to Christmas? After Christmas? Summer? Fall?
