Can Grad'n Go's receive their cell phones after PIR?

My SO is graduating from Navy Boot Camp on 9/12/08 and he is headed straight for "A" school at Great Lakes. From Navy forums, I have read sailors are allowed to keep gifts if they are Grad n go's, but no one was clear regarding cell phones.

Also, does anyone know anything about overnight liberty for Grad n go's? The Navy For Mom's website has reported a high number of overnight liberty for grad n go's lately. But the pamphlet has said this will not happen.
