    The CPU-Meter (gadget) in my new MS Vista shows that the RAM is 81%. Is there...

    ...something wrong?
    I have 1GB RAM... I think so.

    Does it mean that only 19% are available for usage... and should I reinstall or delete some applications saved[or running]?

    that just means you have 19% ram free. This isn't a problem per se, but you may want to upgrade your ram (install more).

    The percentage doesn't indicate that the hardware is failing or anything, but rather how much is being used.

    It means you're using 81% of your RAM.

    It's not bad if you're just surfing the web, but, if you multi-task, you're gonna want to install more RAM.

    Vista is a pig on memory. You're gonna want to install a lot. (By a lot, meaning 3GB on a 32 bit machine, 4+GB on a 64 bit machine)
