Downloading using torrents?

I want to download an audio book for free using the website http://www.torrentz.com/00b2d7eab61664c324b2d803d74843192a4f9e70

is using torrentz illegal?
If the admin finds that I have downloaded content can I be charged?
what I mean is, if my university internet admins find out out my downloading.
