buying a new car? kia 2007 sportage?

the price for the vehicle for purchase is 14900. I am trading in my vehicle for 4000. My question is that it is a used vehicle I am purchasing. do I have room for negotation? and if so, is there any taxes on purchasing a vehicle at a dealer ship cause then it would be 15,800 dollars?!?!
